🇬🇧🇺🇦🇷🇺An agreement on security guarantees between Ukraine and Great Britain has been published on the website of the Office of the President of Ukraine.

Its validity period is 10 years.

Basically, it formalizes the assistance that Britain is already providing to Ukraine.

And it does not contain any obligations for Britain to enter the war on the side of Ukraine in the event of a new attack by the Russian Federation.

In such a case, the agreement stipulates only a few obligations for Britain: within 24 hours, begin consultations on further actions, provide Ukraine with various military assistance and military equipment, and impose sanctions against the Russian Federation. That is, do everything that Britain has already done after February 24, 2022.

At the same time, it is possible to make changes to these provisions “in order to harmonize them with any mechanism that Ukraine can then agree on with other international partners.”

In the agreement with Britain, which the President of Ukraine and many media outlets called an “agreement on security guarantees,” the word “guarantees” appears only once and in the context of obligations not of Britain, but of Ukraine.

“Ukraine guarantees the protection of these technologies and intellectual property,” is the only mention of guarantees in the agreement.

British Prime Minister Rishi Sunak did not use the word “guarantees” in his comments to the document. He emphasized several times that we are talking about “security assurances.”

It was this term – security assurances – that was used in the 1994 Budapest Memorandum, which failed to protect Ukraine from invasion.

The name of the contract itself also does not contain any mention of guarantees. It is called the “Treaty on Security Cooperation between Ukraine and Great Britain.”
