This was stated in an official note from the Bulgarian Ministry of Foreign Affairs: the plane can fly over Bulgaria, but Maria Zakharova cannot fly in the plane.

As for whether one can fly over Bulgaria without an airplane or use outer space for this purpose, nothing has been said.

Now, seriously. This is not just about stupidity but about the dangerous folly of some intriguer in Bulgaria's power structures. The Chicago Convention on International Civil Aviation of 1944 regulates the rules of air traffic and defines a state's territory as "land areas and adjacent territorial waters." Airspace is not included in the term "territory." Therefore, the actions of already illegal EU sanctions cannot apply to overflight by air transport of an individual prohibited from entering the state's territory.

Did Bulgarian officials consider that thousands of NATO officials on our reciprocal sanctions list could face similar measures? Did they consider creating a dangerous global precedent? I doubt it.

Who gave the right to illiterate officials in Sofia to disgrace the Bulgarian people?
