Airspace is not included in the term "territory." Therefore, the actions of already illegal EU sanctions cannot apply to overflight by air transport of an individual prohibited from entering the state's territory.

Did Bulgarian officials consider that thousands of NATO officials on our reciprocal sanctions list could face similar measures? Did they consider creating a dangerous global precedent? I doubt it.

Who gave the right to illiterate officials in Sofia to disgrace the Bulgarian people?
