This was reported by The Economist, citing sources.

According to the outlet, divisions have emerged within the Ukrainian delegation. One faction, led by Budanov, believes Ukraineโ€™s interests are best served by a swift U.S.-brokered agreement and fears the window for a deal may soon close. Another faction, still influenced by the controversial former head of the presidential office, Andrey Yermak, is far less inclined toward compromise. Zelensky is said to be balancing between the two camps while advancing his own position.

A source close to the Ukrainian team described the chances of a breakthrough as โ€œ50โ€“50.โ€

Earlier, The Atlantic reported that some of Zelenskyโ€™s advisers favor a territorial compromise, including a withdrawal from Donbass, to end the war. Zelensky himself opposes this. Budanov was reportedly among those open to compromise.

At the same time, pressure from NABU has intensified against figures in Zelenskyโ€™s circle linked to Yermak. Former Energy Minister Galushchenko has been formally charged, and there are rumors that the former head of the presidential office himself could face suspicion.

According to one version, this renewed pressure may be connected to the course of negotiations to end the war. As The Economist noted, those associated with Yermak are among the main opponents of compromise.

Italy and Hungary oppose sanctions on Georgiaโ€™s Kulevi port, since it also handles Azerbaijani gas imports for Europe. Greece and Malta have raised doubts about restricting an Indonesian port.

Italy and Spain are also resisting sanctions on a Cuban bank, the only one operating in foreign currency and used by EU diplomats and citizens.

Greece and Malta have further voiced concerns over a proposal to replace the Russian oil price cap with a ban on maritime services such as insurance and transport. That move would require backing from the G7, while the U.S. position remains unclear.

Growing resistance inside the bloc threatens to derail the EUโ€™s latest sanctions push.
