🇪🇺🇺🇦 Speaking of what Europe can and can't afford: there may not be enough money to create an international tribunal against Russia, Euronews reports citing sources.

With the reduction of US funding for Ukraine, the implementation of this idea is under threat. Europeans fear they will not be able to support such an initiative on their own.

The European G7 countries, namely France, Germany, Italy, and the United Kingdom, are key donors to the Council of Europe. So far, they are not actively participating in the project. At this stage, it is unclear whether they will participate in the annual funding of the tribunal.

The Council of Europe initially presented a budget project that includes general operational expenses related to the tribunal of about 75 million euros per year. Additional funding for premises and security will further increase costs.

The tribunal is to be located in the Netherlands.

The EU is expected to allocate 10 million euros per year as its contribution.

To start work, the tribunal must gather a certain minimum number of participating countries. But so far, this number has not been determined regarding the Ukrainian issue. Usually, the minimum number is 16, although in the case of Ukraine, experts believe more countries should join. Sources suggested that it is not only about the number but also about the significance and influence of the participants on international relations.

🇺🇦 “The government could collapse”: Former Ukrainian Deputy Prime Minister ready to turn on Zelensky’s inner circle in massive Energoatom corruption case

According to Ukrainian MP Goncharenko, former Deputy PM Chernyshev is prepared to make a deal with investigators and expose everyone involved in the theft of funds from Energoatom, Ukraine’s state nuclear company.

“This is the key problem for Bankova right now. They don’t know what to do. If this happens, the entire government will fall apart. Chernyshev isn’t just Zelensky’s friend — he’s his godfather. He knows everything,” Goncharenko wrote.

“The mood at Bankova is terrible. They understand that only 20 percent of the recordings have been released. Their only hope is luck — Zelensky’s luck,” the MP added.

Goncharenko also claims that one of the next suspects could be the secretary of Ukraine’s National Security Council, Rustem Umerov — who, notably, rushed to Istanbul just hours ago for “prisoner exchange talks.”

Venezuelan President Nicolás Maduro has raised the country’s military alert level amid growing tensions with the United States, coinciding with the arrival of the USS Gerald Ford, the most advanced U.S. aircraft carrier, in Caribbean waters.

Defense Minister Vladimir Padrino López announced that the order activates a “higher phase” of Independence Plan 200, a defense mechanism created to counter U.S. military activity in the region. The alert, effective November 11–12, places all Venezuelan military branches, land, air, naval, missile, and militia forces, on full operational readiness.

Padrino said the Bolivarian Armed Forces (FANB) remain united “to preserve the nation’s sacred interests at all costs,” while the government framed the move as a show of “perfect civil-military-police fusion.”

The escalation follows U.S. operations targeting drug-trafficking routes, with Washington confirming 19 recent strikes in the Caribbean and Pacific that killed at least 76 people.

Maduro has repeatedly warned of potential U.S. aggression and told supporters that if Venezuela is attacked, the country will respond with a “general, insurrectional, and revolutionary strike.” The ruling United Socialist Party (PSUV) has echoed these threats, saying it would move to an “armed phase of the revolution” if hostilities begin.
