Tropical Storm #Franklin is delivering heavy rainfall to the Dominican Republic and Haiti. The NHC forecasts widespread amounts of 5 to 10 inches, with some totals near 15 inches into Thursday. Rain from the lopsided system, as seen on satellite, is even reaching Puerto Rico.
