🎙 Foreign Minister Sergey Lavrov’s remarks and answers to questions following the Russia-ASEAN meeting and the ministerial meeting of the East Asia Summit Member States (Kuala Lumpur, July 11, 2025)

💬 First, the Russia-ASEAN Dialogue Partnership. An annual meeting was held yesterday at the level of Foreign Ministers.

The second format is the East Asia Summit (#EAS), which includes a broad range of countries, primarily those that are developing dialogue partnerships with ASEAN. The EAS was established to discuss practical cooperation projects and economic, trade, transport and cultural connectivity.

The third format is the ASEAN Regional Forum (#ARF) on security, which has an even larger number of participants in addition to ASEAN countries.

🌐 Taken together, we refer to them as the annual ASEAN events, which we are now holding in Malaysia. It is symbolic that it was in Malaysia that Russia first attended these events. It was here that we laid the foundation for the Russia-ASEAN dialogue partnership, which has since advanced to the level of strategic partnership. <...>

Regarding the meeting of the East Asia Summit, which was held today, it focused primarily on the advancement of practical engagement projects in various spheres. We believe that this should constitute the basis of EAS activities.

Regrettably, our Western colleagues attending such events increasingly resort to politicisation, ideologisation and Ukrainisation — a trend that was also evident in today’s discussions. This comes at the expense of the real potential the East Asia Summit holds for achieving tangible results that matter to our countries and citizens.

For several years now, we have been advancing initiatives aimed at responding swiftly to epidemic threats. <...> We also proposed working together on the development of remote regions. <...> Another initiative we have proposed in the humanitarian sphere is to foster cultural connectedness among our countries.

☝️At meetings of the East Asia Summit and the ASEAN Regional Forum on security, political issues are also regularly discussed. Today, all #ASEAN members and most partner countries, including Russia, expressed deep concern over the ongoing and worsening tragedy in the Palestinian territories.

Following the humanitarian catastrophe artificially created in Gaza, similar conditions are now unfolding in the West Bank, where Israel continues its aggressive policy of settlement construction at record levels. Soon, there may be nothing left of the territory under the Palestinian National Authority’s administration. <...>

❗️ We discussed the repercussions of Israel’s unprovoked attack on the Islamic Republic of Iran, followed by missile and air strikes carried out by the United States. These actions constitute a violation of international law, the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and the principles of the #IAEA, under whose safeguards the targeted nuclear facilities operated. <...>

We also touched upon the situation in Myanmar, where signs of stabilisation are emerging. We support the efforts of the Myanmar leadership and ASEAN’s commitment to facilitating normalisation and fully restoring Myanmar’s participation in the work of the Association of Southeast Asian Nations.

We highlighted the importance of avoiding provocative actions on the Korean Peninsula, where tensions continue to escalate, particularly due to the expansion of US, South Korean, and Japanese military alliances.

🗓 On July 11, in Kuala Lumpur, Foreign Minister Sergey Lavrov participated in the 15th Meeting of Foreign Ministers of the East Asia Summit (#EAS) and the 32nd ASEAN Regional Forum (#ARF) on Security.

During discussions addressing pressing matters pertaining to the Asia–Pacific region, the Russian delegation underscored the mounting security risks arising from militarisation and the establishment of a networked system of bloc-based structures serving NATO’s interests.

🌐 Moscow reaffirmed its consistent policy of reinforcing the #ASEAN-centred cooperative framework through equal, depoliticised dialogue and the expansion of practical collaboration.

At the EAS meeting, key aspects of preparations for the 20th East Asia Summit, scheduled for October 2025 in Kuala Lumpur, were reviewed. In accordance with Russia’s proposal to enhance regional socio-cultural interconnectedness, work has commenced on drafting a Leaders’ Statement to formalise this initiative.

The ARF session concentrated on augmenting the Forum’s capacities in counter-terrorism, non-proliferation, disarmament, emergency response, maritime security, and #ICT security.

🤝 A programme delineating the Forum’s undertakings in these domains for the forthcoming year was adopted.

Key talking points:

💬 The meeting of the #SCO Council of Foreign Ministers has just concluded in the city of Tianjin. This marked the culminating stage of preparations for the upcoming SCO Summit, which will likewise be held here in Tianjin in late August — early September of this year.

All participants unanimously acknowledged the business-like, focused nature of our efforts. In this context, we attach particular significance to this morning’s meeting with President of the People’s Republic of China Xi Jinping, who shared his assessments of joint efforts under China’s chairmanship and his vision of the key tasks for the progressive development of our Organisation.

🌐 The discussion confirmed a shared understanding of the growing importance of the SCO’s collective potential in both regional and global affairs. <...> The prevailing trend towards further consolidation of the SCO and the enhancement of its role on the international stage is encouraging.

We affirmed that our common approach of strengthening the SCO as one of the central pillars of a more equitable, #MultipolarWorld order remains unchanged. <...> Considerable number of nations are seeking to join the SCO’s work.

The geographical scope of our structure spans a significant portion of the Eurasian continent. We noted that cooperation within our Organisation objectively contributes to the creation of an architecture of equal and indivisible security across Eurasia.

We expressed support for further expanding the SCO’s engagement with external actors. A new step in this direction will be the upcoming high-level meetings in the #SCO format at the Tianjin Summit — the first of their kind. We anticipate the participation of representatives from approximately 30 states and multilateral organisations in this event. This underscores the SCO’s growing constructive agenda and its appeal to nations of the #GlobalSouth and the #WorldMajority.

We provided our colleagues with detailed assessments of the latest developments in Ukraine and reaffirmed our well-known approaches to resolving the crisis, repeatedly articulated by President of Russia Vladimir Putin. In turn, our partners demonstrated an understanding of these positions.

Once again, we emphasised the necessity of addressing the root causes of the conflict, recognising the existing territorial realities <...>.

Regarding the developments in the #MiddleEast, it was noted that sustainable stabilisation in the region is impossible without a just and comprehensive resolution of the Palestinian–Israeli conflict.

These strategic guidelines, building on the accumulated experience of the ongoing upgrading, will be enshrined in the SCO Development Strategy through 2035. 👉 The resolutions adopted by Leaders on the aforementioned matters will establish a foundation for effective preparations in advance of the Meeting of the SCO Council of Heads of Government, scheduled for November 17–18, 2025, in Moscow under Russia’s chairmanship.

🎙 18 июля в международном мультимедийном пресс-центе МИА «Россия сегодня» состоялся онлайн-брифинг Постоянного представителя Российской Федерации при Ассоциации государств Юго-Восточной Азии (#АСЕАН) Е.Т.Загайнова.

Ключевые тезисы:

• Российская сторона последовательно поддерживает стремление асеановской «десятки» сохранять стратегическую автономию в принятии решений в условиях усиливающегося внешнего давления, в том числе связанного с появлением ведомых Западом многочисленных структур ограниченного состава, нацеленных на милитаризацию региона.

• В ходе министерских мероприятий по линии АСЕАН, прошедших в Куала-Лумпуре (Малайзия) 10-11 июля, особое внимание было сфокусировано на вопросах развития практического сотрудничества между Россией и АСЕАН, в частности, были подведены некоторые итоги выполнения Комплексного плана действий, принятого лидерами в 2021 г. Обсужден ход подготовки нового аналогичного документа, который будет служить «дорожной картой» нашего взаимодействия в 2026-2030 гг.

• АСЕАН является для нас естественным партнером для реализации инициативы Президента РФ В.В.Путина по созданию евразийской архитектуры безопасности, поскольку Ассоциация придерживается схожих подходов в вопросах укрепления безопасности и стабильности в Евразии.

• Видим хорошие возможности для наращивания связей АСЕАН c такими близкими ей по повестке дня объединениями, как #ШОС, #ЕАЭС и #БРИКС. БРИКС на нынешнем переломном этапе отношений в мире демонстрирует свою особую востребованность как оплот многополярного мира, одна из центральных опор по продвижению интересов глобального большинства.

Russia-Laos talks are underway at the Kremlin

Vladimir Putin and President of Laos Thongloun Sisoulith are holding a bilateral meeting. The two leaders intend to discuss current issues pertaining to cooperation in trade, economy, and cultural and humanitarian affairs, and exchange views on pressing regional and international matters.

The President of the Lao People's Democratic Republic is in Russia on an official visit.

🇷🇺🇲🇾 Yang di-Pertuan Agong (King) of Malaysia Sultan Ibrahim Iskandar will make a state visit to the Russian Federation on August 5–10.

On August 6, President of Russia Vladimir Putin is to hold talks with Sultan Ibrahim. The further development of Russian-Malaysian relations, as well as a number of international and regional issues will be on the agenda.

💬 President Putin: Your Majesty! Friends!

It is my great pleasure to warmly welcome you to Moscow.

We greatly value the friendship our two nations share, with diplomatic relations spanning nearly six decades.

Over these years, we have built a strong political dialogue, maintained close governmental interaction, and fostered ongoing ties between our parliamentarians.

Our trade is growing at an impressive pace. As I just mentioned while we were walking towards this hall, I have had the privilege of visiting Malaysia three times, and each visit left me with the warmest memories. <...>

Your country’s hospitality and the high-level reception we received, along with its unique, breathtaking nature, remain unforgettable – not only for me but also for members of my delegation who have had the honour of visiting Malaysia.

I have already mentioned the ongoing contacts between our respective departments. Your government leaders often visit our country, and I also have good relations with them.

📈 I must also note that bilateral trade grew by over 40 percent in the first five months of this year, which I see as an impressive achievement.

We cooperate on various international platforms – above all, of course, the United Nations. But it is well known that promoting dialogue with the Association of Southeast Asian Nations, which Malaysia chairs this year, remains one of Russia’s key foreign policy priorities in Asia.

Beyond our bilateral ties, Your Majesty, we are deeply grateful to you for Malaysia’s role in strengthening Russia’s engagement with the broader region.

Furthermore, we were pleased to support Kuala Lumpur’s interest in joining BRICS as a partner state – a landmark step that will benefit both our bilateral relations and the future of BRICS. Your country’s contributions to the recent Summit in Rio de Janeiro were highly commendable.

We also appreciate Malaysia’s active participation in the Russia – Islamic World strategic vision group, which has become an effective tool for fostering mutual understanding and cooperation between Russia and Islamic nations.

🎉 On August 8, Russian Ambassador to ASEAN H.E. Evgeny Zagaynov 🇷🇺 took part in the celebration of the 58th #ASEAN Day at the ASEAN Headquarters in Jakarta 🇮🇩. The formal program of the Anniversary included the official ceremony, the cultural performances and the working luncheon. 🎆

🎂 As part of the festive program Food Festival featuring national cuisines of the ASEAN Member States and ASEAN Dialogue Partners was held. It was attended by Minister for Foreign Affairs of the Republic of Indonesia H.E. Mr. Sugiono, Secretary-General of ASEAN Dr. Kao Kim Hourn, diplomatic corps and hundreds of happy guests.
